Bearer of CNIC # 44204-40643XXXXXXX  issued on dated 02-07-2005, Reporting this incident being under great distress and request kind & honorable wafaqi Mohtasib to register my complaint and take necessary due legal action against the Nadra Shahdadpur City NRSC, District Sanghar, Sindh deputed negligent branch Staff for generating dual Identity record. 

On dated 21th January, 2015 in pursuance of government /Nadra policy to get genuine CNIC renewed upon its tenor-expiry of my above subject captioned National Identity card that was previously in my possession. In compliance I personally visited above captioned Nadra office and initiated due process under token Number 12, date of issuance 21-01-2015, tracking ID 105201050962.

Unfortunately, while Nadra staff was processing & updating my personal details & record/snap, suddenly he communicated something to Branch Manager and he confiscated/impound my genuine but expired Identity card without my consent, misbehaved and pressurized me to surrender another CNIC # 4404-31810XXXXX  as well as on spot Nadra Branch Manager become self-appointed judge and imposed unjustified /false penalty of Rs. 10,000/ for release back/issuance of my genuine CNIC. 

It was shocking news for me too, that there is another CNIC # 4404 3181XXXXX  issued in my name & bearing my credential that incident has exposed me to absolute present high-risk for being misuse for any criminal intention. Questioned Bogus ID card # 4404 3XXXXXXXX either purposely or mistakenly issued by Nadra Negligent staff under malafied intention or for any other financial scam or public loss. Let me assure you that as per my best knowledge questioned CNIC # 4404-3181XXXXX was never ever issued to me till date neither I was aware of this before. My family is noble/decent/reputable and residing at given address since last 40 years.

An official departmental & law enforcing agency / State bank of Pakistan inquiry may please be ordered from relevant authority’s to further investigate the internal staff involvement/convenience to clear the motive or actual fact behind this dual Identity card record entry, issuance and to whom said card was delivered. Why Nadra Application structural design/artificial intelligence mechanism was not capable before to identity another dual record. Is there any financial loan or any criminal activity ever done on this questioned CNIC?. To rectify the said matter since year 2005 after issuance of CNIC genuine CNIC 44204-4064XXXX and same was received by me, after laps of 10 years why Nadra application and official had taken 10 years to identity prime purpose or their existence to restrict dual Identity entry, why Nadra office did not informed /approached me on my given address Cell # , thou I paid many visit for children Birth certificates and for other matters.

Instead dual entry seems to be pure mistake of Nadra negligent staff /Nadra end, to conceal their mistake Nadra Shahdadpur Branch Manager (Consider himself God) has shifted the burden on my shoulders , But concerned staff  ID’s and other system & digital record is available to track them down or trace trail for making dual entry. 

Eventually, Nadra Shahdadpur Branch Manager is blaming me and shifting the blame on my shoulders /illegal fine/fabricated penalizing me beyond his official scope/assigned power, and it is complete violation of sovereign Pakistan constitutional rights given to me. I am simple/decent/honest hardworking employee working 8.00 am till 8.00pm 7 days a week and 12 months to earn bread and butter for my family. It is very appalling to see that Shahdadpur Nadra officials are not supporting/guiding me to resolve this matter at any cost. In this regard I have submitted written complain to local PS Shahdadpur city just to record my protest and bring this matter on record.

Consequently, it is my prayer and I request your kind & honorable wafaqi Mohtasib to intervene in this matter and award me remedy pertain to suspended & confiscated my identity card against my consent, in violation of rules and law of the land. Conclusion: on the date of hearing , i Mr. Ghulam Muhammad along with my friend visited Wafaqi mohtasib Hyderabad Region at his given address office, in consideration of my request and argument, honorable wafaqi Mohtasib conculed his decision by awarding me favor on merit and Nadra fine was remission to Rs 1,000/-

Nadra Fee Structure or Penalties structure on double CNIC

NADRA has come up with a solution for all those who possess a duplicate CNIC either via genuine mistake or via forgery. Beginning from the 01st Apr 2009 and ending at 30th Jun 2009, NADRA is launching a duplicate CNIC campaign, hence all those who have a dual CNIC and encountering tremendous trouble in day to day affairs, can get this rectified in that duration.

Following are the categories of people having a dual CNIC:

A. SAME PARTICULARS ON CNIC’S WITHOUT TRANSACTIONS

This category has people who maybe applied from two different stations and now have their cards blocked due to duplication of application. this is a genuine mistake and the dues for this is far lesser than those having various transactions and being aware of the fact that this is not legally authorized.

B. SAME PARTICULARS ON CNIC’S WITH TRANSACTIONS

This category has people who have two CNICs with the same details and little difference and who are consciously doing transactions based on two different identities. This is legally not authorized and may lead to serious problems for them if they do not get it rectified within the specified timeline. This category has more processing fee as compared to the previous one as now these people willingly and consciously have transactions moreover our fees are only the processing fees as our people will have to work overtime in order to correct the processes.

C. DIFFERENT PARTICULARS ON CNIC’S WITH / WITHOUT TRANSACTIONS

This is the category of people who infact have gotten two identities in order to get away with anything based on the different IDs. In the eyes of law they are committing a serious crime and the penalty for this will be dealt in the court. However we are giving them a chance to come up to us and surrender their cards and get one identity in the duration of three months and non-conformity will lead to serious penalty, and nadra will take an action against them.

Objective of DUP-Processing

The main purpose of a duplicate campaign is to eliminate flaws in the system and corruption amongst people and to let them know that their Identity is one.

NADRA is aware of the 98000 people and their whole data who have duplicate cards as of now, however instead of taking an action right away against them, NADRA is giving them a chance to correct this issue.

Many people are having problems in passports to bank accounts due to duplicate CNIC’S and having 98000 people mean that you can actually double them in number as far as identity cards are concerned.

Therefore in case of any security hazard or crime these people will actually get away for a while based on dual identity and the authorities will take longer to trace them as compared to people with one identity.

Some of them will have gotten the cards maybe due to an older system and some due to a negative intention to begin with therefore we have bifurcated the categories and will cater to all kinds of individuals, having but one objective at the end, that every Pakistani Citizen should only have One Identity.
